Well, there's an answer to that, intelcrab: the West needs to stop fucking with the internal politics of Russia's neighbours, stop training their armies, stop meddling with their elections, stop giving your blessing for them to attack Russian enclaves. In short, stop trying to take Russia down.
And as for military manouvering under the cover of an "exercise", well, the US are masters at that.
